6.7.2 Restoration of Community Hall - Project Details:

The building was erected in 1948, is still structurally sound and an excellent community resource. In fact its the only covered area in Minginui available for public events, indoor sports or children's holiday programmes

To stop further degradation the first priority are the window frames that have all rotted so need to be replaced urgently with aluminum frames and toughened glass to make it water and child tight and allowing it to be used for holiday programmes, after school, sports etc. With the broken windows etc it cannot be used. This task needs to be done as a contracted package including some framing replacement and extensive new flashing.

The rear of the hall contains the kitchen and toilet facilities. These need to be closed off until they have been refurbished. Above these was once the large projection room which is unused space. The UNITEC team suggested that this and the toilets below could be provided with separate access and used as a meeting room. For this some large windows would need to be added in the now blank rear wall to let in the sun (warming it for most activity probably being in the afternoon after school or the evening)

In addition the solid wall between it and the main hall could be reclad in transparent corrugated sheets to let afternoon light and heat into the main area.

Following the UNITEC concept plans the stages below could be considered.

Stage 1 Refurbish roadside room (can be easily done by community)

On the road side of the hall (behind the stage) is a room 10.000 x 3.700 which can be easily refurbished by the community to provide self contained facilities . This has a door into the hall that can be locked to make it self contained and secure.

  • Externally it requires replacement of some external timbers, spouting removal of one door, painting, new lock, replacement of window glass, erection of an a pagoda over the door, repair of ventilator in rear hall wall.
  • Internally it requires insulation of all walls and Ceiling, Re Gibbing, painting, a deadlock on the door to the hall and plywood panels to prevent access into the ceiling from the hall stage area.

 

 

 

Stage 2 Make hall area watertight and secure (needs to be done by professional tradesmen)

    • Replace all hall windows with custom aluminum frames fitted with hardened or laminated glass
    • Replace any rotted window framework and replace external flashings
    • Repair and re hang all exit doors and fit new locks
    • Repair stage side room wall paneling and put safety plywood over stage area rafters

Stage 3 Carry out landscaping, including parking areas and planting around the hall for shelter.

Here is an outline plan of the community area space produced in partnership with the Minginui community by the UNITEC architecture / design students in 2004

Stage 4 Redesign and refurbish hall service area and space above it (needs full designs and permits)

    • Replace partitions including support beams
    • refurbish the South entry area with new doors and a verandah over it
    • Replace all plumbing / equipment in men's and ladies toilets
    • Rewires the services area
    • Install a ranch slider in the rear of the kitchen - replace equipment with a second hand kitchen
    • Insert external door to this area / stairwell
    • Build a deck around the North West corner (around the kitchen area and end wall)

Stage 5 Open up the upper story space over the service area

    • Install stairs
    • Lay new floor
    • Partition area as required
    • Replace solid wall to hall with translucent panels (to let afternoon heat into hall)
    • Install ranch sliders on outside wall
    • Build an upper deck to make rear wall into an outdoor performance stage

This can be refurbished by the community at the same time as the windows are being replaced in the main hall
